02 May 2019 Bangladesh pr Food and Agricultural Import Regulations and Standards Report This report contains major export certificates that the Government of Bangladesh (GOB) requires from U.S. agricultural product exporters. The Bangladesh Food Safety Authority is the national authority responsible for ensuring food safety and food regulations in the country. Bangladesh is a signatory member of the WTO and maintains a liberal and open trading system. Import Policy Order 2015-18 (Link) remains in effect for trading with Bangladesh.
01 May 2019 U Arab Emts Food and Agricultural Import Regulations and Standards Report In 2018 the United Arab Emirates (UAE) introduced new and amended regulatory requirements related to the importation and sale of agricultural goods. Notable policy changes include the registration process for food products, additive standards, halal, and conformity assessment measures. U.S. agricultural suppliers are advised to consult with local importers prior to shipping to ensure regulatory compliance. This report is intended to be used in conjunction with information provided in the 2018 Food and Agricultural Import Regulations and Standards (FAIRS) Export Certificate Report for the United Arab Emirates.

25 Apr 2019 Tanzania Rep Food and Agricultural Import Regulations and Standards Report This report complements the FAIRS Country Report. The report specifically provides information on Government of Tanzania (GoT) required certificates for exporting food and agricultural products to Tanzania. The GoT provides the Tanzania National Business Portal as the single point for exporters and importers to electronically submit and receive approvals from all the regulatory agencies involved in international trade.
25 Apr 2019 Ukraine Food and Agricultural Import Regulations and Standards Report Since the last submission of this report there have been significant changes effecting agricultural product quality, safety, and sanitary regulations. In 2018, Ukraine introduced a new approach to import controls based on the intended use of the product. New port of entry control procedures and documents have also been introduced and new facility registration requirements came into place.

The Ministry of Agriculture has legislative responsibility for domestic food production and for health and safety aspects of imported agricultural and food products. The Ministry of Commerce is responsible for all food inspections, quality control, anti-fraud activities, and regulation, as well as labeling regulations and laboratory inspections.
15 Apr 2019 France Food and Agricultural Import Regulations and Standards Report France as a member of the European Community has implemented EU regulations for the import of animal and plant products. The US export certification requirements for most products destined for the EU have been harmonized, but a few products not yet harmonized are subject to French national regulations.

10 Apr 2019 Algeria Food and Agricultural Import Regulations and Standards Report The Food and Agricultural Import Regulations and Standards (FAIRS) report provides an overview of the food laws and regulatory environment in Algeria as it relates to food and agricultural exports. Wheat, corn, pulses, soybean oil, soybean meal and planting seeds as well as tree nuts are the most promising commodities for the Algerian market.
09 Apr 2019 Tanzania Rep Food and Agricultural Import Regulations and Standards Report This report updates import requirements and regulations for food and agricultural products currently required by the Government of Tanzania (GoT). The report includes the regulations against which Tanzania Food and Drugs Authority (TFDA) evaluates U.S exports to Tanzania, labelling and packaging requirements and import procedures.
04 Apr 2019 Saudi Arab Food and Agricultural Import Regulations and Standards Report The major export certificates required by Saudi Arabia’s regulatory and import control agencies are included in this Food and Agricultural Import Regulations and Standards (FAIRS) - Certificates Report. These certificates are required for the importation of food and agricultural products into the Kingdom. This report includes Saudi Arabia’s request for a new certificate for exports of poultry meat and products to Saudi Arabia. Information in this report supplements the FAIRS Annual Country Report.
03 Apr 2019 Saudi Arab Food and Agricultural Import Regulations and Standards Report A range of regulatory changes threatens U.S. exports of packaged foods to Saudi Arabia. Saudi Arabia’s voluntary Front of Pack Nutritional Labeling (FoPNL) requirement is expected to become mandatory in 2021, and threatens most packaged food trade with Saudi Arabia. Saudi Arabia is also implementing biodegradable packaging requirements that are widely regarded as unworkable, threaten most non-commodity trade, and are currently being reviewed. Saudi food additive, contaminant, and residue standards are sometimes based on the most restrictive international standard available, even when it is a default standard. These block trade in some products. In addition, a ban on poultry produced using stunning has halted U.S. poultry meat exports to Saudi Arabia. This report is supplemented by the 2018 FAIRS Export Certificate report for Saudi Arabia.

No substantive changes were published in 2018. However, Post clarified the existing requirements so that U.S. exporters can better understand the relevant policies and processes that they must meet to access the Dominican market.
11 Mar 2019 Chile Food and Agricultural Import Regulations and Standards Report This report provides an overview of the Chilean Sanitary Regulation of Food (RSA by its name in Spanish) currently in force. There are no major updates except for a modification of the maximum level of gluten allowed to label a product as “gluten-free” from 3 to 5 milligrams per kilogram (mg/kg) of the final product.
11 Mar 2019 Brazil Food and Agricultural Import Regulations and Standards Report In 2108 Brazil has not implemented significant changes to regulations that could affect imports of agricultural goods. However, with the election of President Jair Bolsonaro, a more liberal economic agenda is expected to be implemented. The new president plans to reduce the number of Brazilian ministries to 22, a move that will likely impact the way the federal government functions. Exporters interested in entering the Brazilian market should pay attention to regulatory changes that may occur in the near future.
08 Mar 2019 Chile Food and Agricultural Import Regulations and Standards Report This report lists and describes certificates and other documents that must accompany food and agricultural imports to Chile as required by Chilean regulations. In 2018, Chile only updated the requirements for the Bovine Semen Health Certificate.

05 Mar 2019 Indonesia Food and Agricultural Import Regulations and Standards Report In calendar year (CY) 2018, the Government of India (GOI) granted access to U.S. poultry in the Indian market and issued multiple food safety draft and final amendments and regulations for imported and domestic food products. Notably, the GOI issued the draft Food Safety and Standards Labeling and Display Regulations 2018, expanded the rectifiable labeling list, revised guidelines for import and export of bovine germplasm, and issued new draft standards for a wide range of meat products.

27 Feb 2019 Ghana Food and Agricultural Import Regulations and Standards Report The 2018 FAIRS report provides updated information on the regulations and procedures for the importation of food and agricultural products to Ghana. Ghana’s customs clearance process underwent significant change in September 2017, as the main port facility in Tema went ‘paperless’ under the new “Ghana Single Window Portal” initiative (see Section IX). Presently, the new electronic system appears to be well received by the business community and a welcome step towards a more streamlined import and export process. This report includes several other updates, including the general food laws (section I), changes in Facility and Product Registration (VII), and import procedures (Section IX).
26 Feb 2019 Romania Food and Agricultural Import Regulations and Standards Report Romania applies European Union (EU) regulations on imports of animal and non-animal products from third countries. Although most Romanian export-certification legislation is generally harmonized with the EU, some exceptions exist and Romanian regulations apply to some categories. This report should be read in conjunction with the EU Food and Agricultural Import Regulations and Standards (FAIRS) Export Certificate Report, as it provides comprehensive information about export certification applicable in Romania.
22 Feb 2019 China P rp Food and Agricultural Import Regulations and Standards Report In March 2018, the Chinese Government underwent a reorganization, which consolidated food safety responsibilities into the State Administration for Market Regulation (SAMR), the General Administration of China Customs (GACC), and the Ministry of Agriculture and Rural Affairs (MARA). China continues to update national food safety standards, some of which were issued in 2009, to align them with the 2014 Food Safety Law and other regulations.

21 Feb 2019 Bulgaria Food and Agricultural Import Regulations and Standards Report Bulgaria is a member of the European Union (EU) and applies EU regulations for importing animal and plant-origin food and agricultural products. Bulgarian authorities may be consulted, on a case-by-case basis, to address import requirements for some categories of non-harmonized products.

The Agri-Food and Veterinary Authority (AVA) is the national authority responsible for ensuring food safety and food regulations in the country. In April 2019, the Singapore Food Agency (SFA) will take over AVA’s food related work, including regulatory responsibilities.

27 Dec 2018 Myanmar Food and Agricultural Import Regulations and Standards Report Myanmar is in the process of updating many of its laws and regulations. Recent new laws affecting food and agricultural imports include a Seed Law, a Plant Variety Protection Law, a Pesticide Law, an Investment Law, and a Trademark Law. A new Consumer Protection Law and Food Law are expected soon.
27 Dec 2018 Canada Food and Agricultural Import Regulations and Standards Report Canada’s ban on partially hydrogenated oils in foods came into force in September 2018. Safe Food for Canadians Regulations entered into force on January 15, 2019. Final front-of-package labeling regulations were expected to published by the end of 2018. Canada will continue to develop regulations restricting the marketing of unhealthy foods and beverages to children in 2019.

In 2018, the United States and Tunisia reached agreement on a health certificate to accompany exports of U.S. day-old chicks and hatching eggs.

21 Dec 2018 BosniA-Hrzgovin Food and Agricultural Import Regulations and Standards Report Bosnia and Herzegovina (BiH) requires various certificates for imported food products which must be signed by the designated authorities. However, there are no specific formats that exporters are required to use, except for phytosanitary certificates that must be in accordance with the International Plant Protection Convention (IPPC).

18 Dec 2018 India Food and Agricultural Import Regulations and Standards Report In calendar year (CY) 2018, the Government of India (GOI) granted access to U.S. poultry and poultry products into the Indian market, following an eleven-year absence. Additionally, the Department of Animal Husbandry, Dairying and Fisheries (DAHDF) revised its guidelines for export/import of bovine germplasm. On July 16, 2018, the Indian Directorate of Plant Protection, Quarantine and Storage (DPPQS) published a memorandum listing low-phytosanitary risk processed food items, easing processed food imports into India.

13 Dec 2018 Guatemala Food and Agricultural Import Regulations and Standards Report The Government of Guatemala is accepting the new FDA export certificates, but continues accepting Certificates of Free Sale issued by states to register processed food products with the Ministry of Health. Certificates of Free Sale issued by Chambers of Commerce are accepted, if and only if State authorities have officially notified they are no longer issuing the certificates. The Customs Authority (SAT) requires a “transshipment letter” issued to the shipping company by the Port Authority, where the transshipment took place to clear customs.

25 Sep 2018 China P rp China Implements Supplemental Imports Tariffs on U.S. Products Exported to China On September 18, 2018, China’s State Council Tariff Commission (SCTC) announced that it would start enforcing additional import tariffs on U.S. products exported to China valued at $60 billion (“the Supplemental Tariffs”). This round of Chinese tariffs was first announced on August 3 in response to the U.S. announcement of a proposed $200 billion in additional tariffs and was reported in GAIN Report CH18043. The proposed Supplemental Tariffs were originally divided into four schedules, each with a different tariff rate (25, 20, 10, and 5 percent). In the September 18 announcement, SCTC combined Schedules 1 and 2 and set the tariff rate at 10 percent for both; Schedules 3 and 4 were also combined at a tariff rate of 5 percent. There are a number of food, agricultural, and agricultural-related products across these schedules. The Supplemental Tariffs went into effect on September 24.

In addition, via notification number 49/2018 GOI made further amendments to its previous notification - 50/2017.

04 Jun 2018 China P rp China to Cut Tariffs on Agricultural Products On July 1, China will cut most-favored-nation (MFN) tariffs for 1,449 taxable items, including several agricultural and seafood items. The tariff reductions include 388 food and agricultural related products such as seafood, processed meat, processed vegetable, sauces, and snack food products. The announcement will impact Chinese food agriculture related imports from the United States with an estimated value of $1.9 billion in 2017, and lower average tariff rates from 15.2 percent to 6.9 percent. U.S. exporters should be aware of the new tariffs and check with local importers to verify changes in their tariff rate.
01 Jun 2018 Canada Canada Includes Ag Products in Response to U.S. Tariffs On May 31, 2018, Canada announced its intention to impose countermeasures against up to $12.8 billion of steel, aluminum, and other products from the United States, including agricultural exports worth nearly $2.5 billion in 2017. Targeted agricultural products could face a 10 percent tariff from July 1, 2018.
31 May 2018 EU-28 Comparison of EU Tariff Rate Quotas for High Quality Bovine Meat On July 1, 2018 the new EU High Quality Beef Quota year will start. This will be a full quota year and will cover 45,000 MT of product divided over four quarters. U.S. exporters can use this quota as well as the Hilton quota for exporting high quality bovine meat to the European Union.

10 Apr 2018 Hong Kong Import Regulations on Alcoholic Drinks to Hong Kong and Macau This report provides general guidelines on import regulations for alcoholic beverages to Hong Kong and Macau. Spirits exports to Hong Kong and Macau are subject to an import duty, but wine and beer are not. Hong Kong exempts beverages with more than a 10 percent alcohol content from Hong Kong’s labeling requirements, but requires that the alcohol content be stated on the product.

19 Jan 2018 India Food and Agricultural Import Regulations and Standards - Narrative The Government of India’s (GOI) Food Safety and Standards Authority of India (FSSAI) issued multiple amendments for regulations related to food imports, food additives, standards, contaminants, toxins, labeling, and packaging in calendar year (CY) 2017. The Ministry of Agriculture (MinAg) notified Standard Operating Procedure (SOP) for traceability of import bovine germplasm, amended the import requirements for poultry and poultry products, and initiated the issuance of digital phyto-sanitary certificates. The Ministry of Commerce and Industry amended the import policy of various animal products classified in chapters 41 and 43 of the Harmonized Tariff Schedule.

11 Jan 2018 China P rp Food and Agricultural Import Regulations and Standards - Narrative China’s food regulatory regime continues to evolve. In 2017, China issued numerous new regulations and measures to reflect the requirements introduced under the 2015 Food Safety Law. Most notably, China notified a revised draft of the Regulations for the Implementation of the Food Safety Law in August 2017. As part of these implementation efforts, China notified revisions to inspections and quarantine regulations (AQSIQ Decree 144) in September. China issued technical documents and guidelines to implement registration requirements for special foods (CFDA Decrees 24 and 26). Similarly, in 2017, China announced plans to develop standards for limits on agrochemicals residues. Starting January 1, 2018, China is expanding the application of Cross Border E-Commerce (CBEC) policies on imports to five more cities: Hefei, Chengdu, Dalian, Qingdao and Suzhou. Lastly, also in 2017, China reopened its market and issued new procedures allowing U.S. beef imports.

However, note, non-tariff barriers still prevent the United States from accessing its negotiated beef and poultry tariff-rate quotas.

In 2017, there were no significant changes to general regulations that could impact sales of U.S. agricultural products to Brazil. However, labeling of nutritional information is expected to change in the near future. In addition, Brazil, as a Common Market of the South (Mercosul) member is currently negotiating a trade agreement with the European Union. Due to certain sanitary and phytosanitary measures, and technical standards affecting trade in agricultural products, Panama recognizes the certificates and standards of the U.S. regulatory and sanitary inspection system.

Amendments to this bilateral agreement have facilitated U.S. beef, beef products and pet food exports to Panama. Consumers continue to perceive U.S. food products as high quality, wholesome and reliable, which has resulted in a continuous growth in demand. In 2015-16, Ukraine deregulated some food safety import procedures and significantly modified its food safety legislation, introducing HACCP principles. Ukraine also introduced new international certificate requirements for food products and reinforced its legislation related to the approval of foreign exporting facilities. Created in 2014, the State Service on Safety of Foodstuffs and Consumer Protection became the national competent authority for all food products in 2016.

22 Dec 2017 Egypt Arab Republic Food and Agricultural Import Regulations and Standards - Narrative The new food safety agency in Egypt is now a reality after the Egyptian parliament approved law number 1/2017 establishing the National Food Safety Authority (NFSA) on January 2nd, 2017. The purpose of the NFSA is to unify the Egyptian food safety system through both structural and legislative reforms. The multiplicity of food control authorities has hampered Egypt’s food safety system with duplication and inefficiencies in the implementation of food safety laws and measures. When it becomes operational, NFSA will likely foster the adoption of science-based rules helping to facilitate trade.

In 2017, Ghana’s customs process underwent significant change, as the main port facility in Tema went paperless (see Section IX). This new system endured criticism due to delays and confusion during its launch. Yet after early difficulties, the new electronic system appears to be well received by the business community and a welcome step towards a more streamlined import and export process. To avoid costly customs clearance delays, it is recommended that U.S. suppliers have their TT buyer verify compliance with all certification requirements prior to shipping new-to-market products. A list of the relevant TT authorities is provided in this report.

No other changes since the last report. This report lists the certificates required by the HKG for U.S. agricultural and food exports to Hong Kong. Certificate samples for various product categories are included in the appendix
13 Dec 2017 Guatemala Food and Agricultural Import Regulations and Standards - Certification The Government of Guatemala is accepting FDA Certificates of Free Sale or State issued certificates of Free Sale to register processed food products with the Ministry of Health. Pet food needs to be registered with the Ministry of Agriculture. APHIS export certificates continue to be valid for animal or plant products. Guatemala accepts the AMS Export Certificate for Dairy.
12 Dec 2017 Italy Food and Agricultural Import Regulations and Standards - Certification Italy, as part of the European Community, has implemented EU regulations for the import of products of animal and plant origin. The U.S. export certification requirements for most products destined for the EU and Italy have been harmonized. The few products not yet harmonized are subject to Italian national regulations.
