10 Apr 2018 Hong Kong Import Regulations on Alcoholic Drinks to Hong Kong and Macau This report provides general guidelines on import regulations for alcoholic beverages to Hong Kong and Macau. Spirits exports to Hong Kong and Macau are subject to an import duty, but wine and beer are not. Hong Kong exempts beverages with more than a 10 percent alcohol content from Hong Kong’s labeling requirements, but requires that the alcohol content be stated on the product.

05 Feb 2018 Canada Food and Agricultural Import Regulations and Standards - Narrative The Canadian Food Inspection Agency is expected to publish the final version of the Safe Food for Canadians Regulations in the Canada Gazette in early 2018. In 2017, Health Canada continued to advance its Healthy Eating Strategy, including initiatives on front-of-package labeling, restrictions on marketing of foods and beverages to children, and a ban on partially hydrogenated oils in foods.

After a fourteen year hiatus, in 2017, China reopened its market and issued new procedures allowing U.S. beef imports. In November 2017, China also reopened the market for U.S. live horses. Although proposed, no significant changes in Chinese export certificate requirements occurred in 2017. 25 Jan 2018 France Food and Agricultural Import Regulations and Standards - Certification France as a member of the European Community has implemented EU regulations for the import of animal and plant products. The US export certification requirements for most products destined for the EU have been harmonized, but a few products not yet harmonized are subject to French national regulations.

19 Jan 2018 India Food and Agricultural Import Regulations and Standards - Narrative The Government of India’s (GOI) Food Safety and Standards Authority of India (FSSAI) issued multiple amendments for regulations related to food imports, food additives, standards, contaminants, toxins, labeling, and packaging in calendar year (CY) 2017. The Ministry of Agriculture (MinAg) notified Standard Operating Procedure (SOP) for traceability of import bovine germplasm, amended the import requirements for poultry and poultry products, and initiated the issuance of digital phyto-sanitary certificates. The Ministry of Commerce and Industry amended the import policy of various animal products classified in chapters 41 and 43 of the Harmonized Tariff Schedule.
11 Jan 2018 Thailand Food and Agricultural Import Regulations and Standards - Narrative This report updates Section 4 Food Additives Regulations, Section 6.6 Specific Import Control on Beef and Beef Products from BSE-Affected Countries, and Section 6.7 Specific Import Control on Pork Meat. Please note that certification requirements have and will continue to undergo changes as Kazakhstan reforms its regulations to meet Eurasian Economic Union (EAEU) and WTO commitments. Exporters are advised to verify export certification requirements with their importer before shipment.
11 Jan 2018 China P rp Food and Agricultural Import Regulations and Standards - Narrative China’s food regulatory regime continues to evolve. In 2017, China issued numerous new regulations and measures to reflect the requirements introduced under the 2015 Food Safety Law. Most notably, China notified a revised draft of the Regulations for the Implementation of the Food Safety Law in August 2017. As part of these implementation efforts, China notified revisions to inspections and quarantine regulations (AQSIQ Decree 144) in September. China issued technical documents and guidelines to implement registration requirements for special foods (CFDA Decrees 24 and 26). Similarly, in 2017, China announced plans to develop standards for limits on agrochemicals residues. Starting January 1, 2018, China is expanding the application of Cross Border E-Commerce (CBEC) policies on imports to five more cities: Hefei, Chengdu, Dalian, Qingdao and Suzhou. Lastly, also in 2017, China reopened its market and issued new procedures allowing U.S. beef imports.

08 Jan 2018 Bulgaria Food and Agricultural Import Regulations and Standards - Certification Bulgaria, as a member of the European Union (EU), applies EU regulatory requirements for imports of animal and/or plant-origin food and agricultural products. The EU has harmonized export certification requirements for most products. Competent Bulgarian authorities may need to be consulted, on a caseby-case basis, to address import requirements for some minor categories of non-harmonized products.

08 Jan 2018 Brazil Food and Agricultural Import Regulations and Standards - Narrative This report outlines regulatory requirements for food and agricultural product imports into Brazil, including import procedures. In 2017, there were no significant changes to general regulations that could impact sales of U.S. agricultural products to Brazil. However, labeling of nutritional information is expected to change in the near future. In addition, Brazil, as a Common Market of the South (Mercosul) member is currently negotiating a trade agreement with the European Union. The proposed list of Geographic Indications being negotiated may impact imports of food and beverage products into Brazil.
08 Jan 2018 Morocco U.S.–Morocco FTA Tariff Schedule in 2018 Entering its 13th year of implementation, on January 8, 2018, Morocco published its tariff-related commitments under the U.S.-Morocco Free Trade Agreement for 2018 via Circular # 5742/222, dated December 29, 2017. However, note, non-tariff barriers still prevent the United States from accessing its negotiated beef and poultry tariff-rate quotas.

02 Jan 2018 Thailand Food and Agricultural Import Regulations and Standards - Certification This report lists certificates required by Thai government agencies for U.S. products exported to Thailand, including 57 processed and unprocessed food items, other prepackaged processed food, fruit and vegetables, live animals, beef, canned or preserved meat and poultry products, other processed meat products, processed or frozen seafood, hides and skins, distillers dried grains, and live animals. The update made in this report is the certificate required for U.S. beef exports to Thailand.

The Moroccan food safety authority, “Office National de Sécurité Sanitaire des Produits Alimentaires” (ONSSA) is the national authority responsible for ensuring food safety and food regulations in the country.

29 Dec 2017 Panama Republic Food and Agricultural Import Regulations and Standards - Narrative The U.S.-Panama Trade Promotion Agreement entered into force on October 31, 2012, and established simplified requirements for the importation of U.S. food and feed products. Amendments to this bilateral agreement have facilitated U.S. beef, beef products and pet food exports to Panama. Consumers continue to perceive U.S. food products as high quality, wholesome and reliable, which has resulted in a continuous growth in demand. Panama imports 60% of all its agricultural product needs from the United States.
29 Dec 2017 Panama Republic Food and Agricultural Import Regulations and Standards - Certification The U.S-Panama Trade Promotion Agreement (TPA) entered into force on October 31, 2012. As outlined in the TPA, Panama issued special regulations that apply to imports of food and feed products from the United States. Due to certain sanitary and phytosanitary measures, and technical standards affecting trade in agricultural products, Panama recognizes the certificates and standards of the U.S. regulatory and sanitary inspection system.

28 Dec 2017 Vietnam Social Republic Food and Agricultural Import Regulations and Standards - Certification This report provides an overview of the health and quarantine certificates needed for exporting food and agricultural products to Vietnam. Minor updates have been made to Section I.6 - Animal Feed; Section I.3 – Meat and meat products; Section I.4 – Aquatic animals and products thereof; Section I.5 – Plants and plant products; Section II.3 - Export/Health Certificate; Section III.2 – Export Certificate for Seafood and Section III.10-Health Certificate for Live Aquatic Animals. No other changes have been made from the previous report. However, Post may issue a new FAIRS Export Certificate Report should a planned replacement of Vietnam’s Decree 38/2012 on guiding the implementation of Food Safety Law have any effect of health certificates needed for exporting food and agricultural products to Vietnam.
28 Dec 2017 Ukraine Food and Agricultural Import Regulations and Standards - Narrative There have been some changes affecting agricultural product quality, safety, and sanitary regulations since the last submission of this report. In 2015-16, Ukraine deregulated some food safety import procedures and significantly modified its food safety legislation, introducing HACCP principles. Ukraine also introduced new international certificate requirements for food products and reinforced its legislation related to the approval of foreign exporting facilities. Created in 2014, the State Service on Safety of Foodstuffs and Consumer Protection became the national competent authority for all food products in 2016.

26 Dec 2017 Dominic Republic Food and Agricultural Import Regulations and Standards - Certification This report describes the major export certificates required by the Government of the Dominican Republic (DR) for imports of food and agricultural products. Major changes in 2017 include (1) the DR’s enforcement of the sanitary registration requirement to all food products produced domestically and imported, especially for dairy products and wine; (2) a requirement that labels for prepackaged foods be in the Spanish language and placed at origin; and (3) a Certificate of No Objection to be issued by the Ministry of Health before alcoholic beverages can be imported into the DR.

Information has been revised in Section III on meat and meat products, and fresh fruit and vegetables; Section V on the halal certificate; and the Appendix I list of sample meat and poultry export certificates.

The report aims to assist U.S. exporters by providing information on labeling, packaging, permitted ingredients and other relevant information. It also provides points of contact for key Philippine government authorities, U.S. government agencies and trade associations. Section I on the Food Safety Act, Section VI on Other Regulations and requirements, and Section VII on Processed Foods of Animal Origin were updated.

Post updated Chile’s protocol to export bovine genetics (semen) and the approved list of embryo collection teams under the animal section on page 26 of this report.
22 Dec 2017 Egypt Arab Republic Food and Agricultural Import Regulations and Standards - Narrative The new food safety agency in Egypt is now a reality after the Egyptian parliament approved law number 1/2017 establishing the National Food Safety Authority (NFSA) on January 2nd, 2017. The purpose of the NFSA is to unify the Egyptian food safety system through both structural and legislative reforms. The multiplicity of food control authorities has hampered Egypt’s food safety system with duplication and inefficiencies in the implementation of food safety laws and measures. When it becomes operational, NFSA will likely foster the adoption of science-based rules helping to facilitate trade.

Australia’s import requirements for food and agricultural products are complex and change frequently. This report focuses on the certificate requirements for U.S. products with the best export potential.

This report focuses on the import regulations and standards that are not harmonized at EU-level or where Belgium varies.
21 Dec 2017 Ghana Food and Agricultural Import Regulations and Standards - Narrative This report provides updates on the regulations and procedures for the importation of food and agricultural products to Ghana. In 2017, Ghana’s customs process underwent significant change, as the main port facility in Tema went paperless (see Section IX). This new system endured criticism due to delays and confusion during its launch. Yet after early difficulties, the new electronic system appears to be well received by the business community and a welcome step towards a more streamlined import and export process. This report includes several other updates concerning changes on certification and testing (Section VIII) and import procedures (Section IX).

21 Dec 2017 New Zealand Food and Agricultural Import Regulations and Standards - Narrative New Zealand has strict biosecurity rules for plant and animal products but also imports large volumes of food and beverage products. This report outlines regulatory requirements for food and agricultural products exported to New Zealand. This report has been reviewed and updated to reflect current laws and regulations. The new Food Act passed in 2014, which is now being implemented, will result in new food safety regulations over time and this may necessitate changes to the Import Health Standards documents.

21 Dec 2017 Romania Food and Agricultural Import Regulations and Standards - Certification Romania applies European Union (EU) regulations on imported products of animal and non-animalorigin from third countries. The export certification is harmonized at EU level for the large majority of products. Romanian legislation applies to a variety of other, minor categories on which requirements are not harmonized.
21 Dec 2017 Honduras Food and Agricultural Import Regulations and Standards - Certification The National Plant, Animal Health and Food Safety Service (SENASA) is the regulatory agency responsible for the inspection of all agricultural products that enter Honduras. The new sanitary regulatory agency (Agencia de Regulacion Sanitaria – ARSA) is in charge of sanitary registration, surveillance, and inspection of food products approved for sale at the retail and wholesale level. The certificates requested by SENASA and ARSA are described in this report.
21 Dec 2017 Honduras Food and Agricultural Import Regulations and Standards - Narrative On July 20, 2017 the Honduran Government launched its new sanitary regulatory agency (Agencia de Regulacion Sanitaria – ARSA). The agency is responsible for sanitary registration, surveillance, and inspection of food products approved to be sold at the retail and wholesale level. ARSA has eliminated the requirement of a laboratory test prior to issuing the sanitary registration. Updated Sections: Section I. Food Laws and Section VII. Other Specific Standards.

10 Dec 2017 Saudi Arabia Food and Agricultural Import Regulations and Standards - Narrative Saudi Arabia’s regulatory authorities continue to strictly enforce Saudi and GSO food import regulations and standards, particularly those related to allowable limits for food additives and labeling requirements. In June 2017, the first shipment of U.S. beef produced under USDA’s Export Verification (EV) Program arrived in the Kingdom. Import bans on poultry and poultry products from 15 U.S. states due to avian influenza (AI) were rescinded in August 2016. U.S. exporters are encouraged to consult with their Saudi importers about product requirements prior to shipment
07 Dec 2017 India Food and Agricultural Import Regulations and Standards - Certification In calendar year (CY) 2017, the Ministry of Agriculture (MinAg) notified the Standard Operating Procedure (SOP) for traceability of imported bovine germplasm. Additionally, the requirements for poultry and poultry product imports from countries reporting avian influenza were amended and published in the Official Gazette of India. In order to facilitate the ease of doing business in India, the Government of India’s Directorate of Plant Protection, Quarantine and Storage started issuance of digital phytosanitary certificate (e-phyto) to all countries.

01 Dec 2017 China P rp Christmas Comes Early as China Announces Annual Tariff Reductions on Select Consumer Products China announced its annual tariff revisions a month early this year, with tariff reductions on select commodities set to become effective on December 1, 2017, instead of the usual January 1, 2018 timeline. Further tariff revisions for 2018 are not anticipated at this time. In addition to the earlier timing, this year’s revisions were notable in that they primarily focused on middle-class consumer products, such as processed cheese, fresh and dried fruits, nuts, and certain types of infant formula.
28 Nov 2017 Turkey Turkey Eliminates Some Feedstuff Import Tariffs Turkey reduced the import tariff on Brans under HS code 2302 from 5 percent to 0 percent according to a governmental decree. Turkey also rearranged the import tariff on some commodities under HS code 2306 with the same decree, reducing the tariff from 13.5 percent to 6.5 percent on condition that the commodity is used as feed.

19 Sep 2017 South Africa South Africa’s wheat import tariff decrease South Africa announced a new wheat import tariff of R379.34 per ton on September 8, 2017. The new wheat tariff is 60 percent lower than the previous tariff of R947.20 per ton and the lowest levels since February 2015. Post estimates that South Africa will have to import more than 2.0 million tons of wheat in the 2017/18 MY, as drought in the main wheat producing area, the Western Cape Province, decreased local production. However, the window of opportunity to import at the lower tariff is limited, as an increase in the import tariff to R752.35 was triggered in August 2017. It is, however, unclear when this higher tariff will be published.
