U.S.–Morocco FTA Tariff Schedule in 2018
Entering its 13th year of implementation, on January 8, 2018, Morocco published its tariff-related commitments under the U.S.-Morocco Free Trade Agreement for 2018 via Circular # 5742/222, dated December 29, 2017. However, note, non-tariff barriers still prevent the United States from accessing its negotiated beef and poultry tariff-rate quotas.

The report provides information on export certificates that the Government of Morocco requires. The Moroccan food safety authority, “Office National de Sécurité Sanitaire des Produits Alimentaires” (ONSSA) is the national authority responsible for ensuring food safety and food regulations in the country. On October 13, 2016, APHIS and ONSSA jointly signed a new health certificate to resume trade of U.S. bovine semen and pet food exports to Morocco.

In 2011, the Moroccan food safety authority, Office National de Sécurité Sanitaire des Produits Alimentaires (ONSSA) issued new import requirements for dairy products, hides, skins, pet food, feed additives, and honey, and the import certificates for these products are still under discussion with USDA. Sections I, II, VI, VII, and the appendix have all been updated.

Morocco Food and Agricultural Import Regulations and Standards - Narrative
The Food and Agricultural Import Regulations and Standards (FAIRS) report provides an overview of the food laws and regulatory environment in Morocco as it relates to U.S. food and agricultural exports. On May 2013, the Government of Morocco approved a decree on nutritional and allergen labeling. The government has given importers and local producers a grace period of one year to comply with the new regulation. On June 26, 2013, Morocco made available for public comments a new law project # 122.12, which regulates the import of animal and animal products. See Section II for preliminary information on the proposed requirements. Sections I, II, VI, VII, and the Appendix have all been updated.

Food and Agricultural Import Regulations and Standards - Certification
This report provides an update on the list of certificates required to export food and agricultural products to Morocco. A new model certificate for U.S. equine exports to Morocco has been finalized by USDA/APHIS and the Moroccan Ministry of Agriculture office of food safety ONSSA. A new certificate model for U.S. fishery and aquacultural exports to Morocco has been approved and is now in effect.
