This report provides current information on export certificates issued by U.S. government agencies that comply with import standards and regulations enforced by Mexican officials. Section II modifications reflect updates from the Agricultural Marketing Service (AMS) and the Food Safety and Inspection Service (FSIS). At the time of this report, the Food Safety and Inspection Service, the Animal Plant and Health Inspection Service (APHIS) and the Mexican Secretariat of Agriculture continue to explore ways to implement E-Certification in order to streamline the export-import process.

This report provides the latest information on export certificates issued by U.S. government agencies to comply with Mexican import standards and regulations. Minor modifications and comments have been added in section II to reflect updates from the Agricultural Marketing Service (AMS) and the Food Safety Inspection Service (FSIS), including information on FSIS Siluriformes export certificate. At the time of this report, USDA/FSIS and the Mexican Secretariat of Agriculture continue their collaborative work towards an agreement on the technical aspects for the implementation of an electronic certification system.

Mexico : Grain and Feed Update
Favorable weather conditions throughout Mexico’s crop producing regions have resulted in higher production expectations in marketing year (MY) 2014/15 for corn and rice. On the other hand, less area was planted to sorghum than initially expected in several Mexican states during the 2014 spring/summer crop cycle. The Post/New MY 2014/15 (January/December) dry beans production estimated has been revised slightly downward to 1.15 MMT based on updated information from official and private sources. No changes reported for wheat since last report (GAIN Report MX4073).

This report identifies export certificates presently issued by the competent United States government agencies, to comply with Mexican import standards and regulations or to attest that the corresponding agricultural products are subject to U.S. regulation. There are no significant changes to certificate requirements since Post’s 2013 FAIRS report. However, the reader should keep in mind that at the time of revising this report: USDA agencies and Mexican officials continue to discuss how to fully implement electronic certificates, and APHIS has new nomenclature in the health certificate for live animals.

Mexico Food and Agricultural Import Regulations and Standards - Certification
This report identifies current export certificates issued by the competent United States government agencies, to comply with Mexican import standards and regulations or to attest that the corresponding agricultural products are subject to U.S. regulation. There are no significant changes to certificate requirements since Post’s 2012 FAIRS report. However, the reader should keep in mind that at the time of revising this report, USDA agencies are discussing with Mexican officials the certification of food preparations that include minimum quantities of egg and dairy as an ingredient.
