The updates include the merging of the Livestock Code to the Food Code, new food safety policy measures, the updated list of MFDS’s recognized Halal and Kosher certification body, biotech labeling revision, and several labeling changes including non-alcoholic claims, etc.

Korea : Food and Agricultural Import Regulations and Standards - Certification
On November 19, 2015, Korea lifted the import ban on poultry and poultry meat products that had been imposed in December 2014 due to the outbreak of HPAI. To reflect changes made in the revised import health requirements, FSIS Form 9305-2A for fresh and frozen poultry products has been revised and FSIS Form 9305-2B has been created for heat treated poultry meat products.

Korea - Republic of : Grain and Feed Update
The United States won contracts totaling 60,067 MT (milled) of rice, worth $62 million, under the 2014 Minimum Market Access agreement. The U.S. share of 15 percent of the MMA represents only half of the previous year’s share due to higher prices caused by drought conditions in California.

Korea - Republic of : Food and Agricultural Import Regulations and Standards - Certification
The United States has an organic equivalency arrangement with Korea for processed organic products that took effect July 1, 2014. So long as terms of the arrangements are met, U.S. organic products certified by USDA/AMS/NOP accredited certifying agents to the USDA National Organic Program may be sold as organic in Korea. As for non-processed organic products, they must continue to be certified by Korea’s accredited certifying agents to the Korean organic standards to be sold as organic in Korea.

Korea’s acceptance of organic certificates for processed organic products issued by the U. S. Department of Agriculture’s National Organic Program’s accredited certifiers has been extended until December 31, 2013. No other significant changes have been made.

Residue Detection Regulations for Imported Livestock Products
The Quarantine and Inspection Agency (QIA) under the Ministry for Food, Agriculture, Forestry & Fisheries conducts random residue testing on imported livestock products. The regulatory response to detections depends on whether the finding exceeds the set maximum residue limit and the chemical type.

Sections Updated: Section I, II, IV, V, VI, VII, IX and Appendix I, II. Several of the key updates include: the creation of a consolidated Quarantine and Inspection Agency (QIA) under the Ministry of Food, Agriculture, Forestry & Fisheries (MIFAFF); revised caffeine labeling requirements; and a newly established requirement mandating overseas laboratories conducting biotech testing on foods destined for Korea be accredited by the Korea Food and Drug Administration (KFDA).

Korea’s Animal, Plant and Fisheries Quarantine Inspection Agency (QIA) was created in 2011 by merging the three agencies responsible for animal and livestock products, plants, and fisheries respectively. The report has been updated to reflect this change. No other substantive changes were made.

Food and Agricultural Import Regulations and Standards - Narrative
The new certification program for processed organic food products, the draft biotech labeling requirements, and the Special Act on Children‟s Dietary Life Safety Management have been added. Labeling requirements including the inner package labeling requirements for double packaged products and a restriction of the use of a picture/photo of ingredients for a product with synthetic flavors have been updated.
