Food and Agricultural Import Regulations and Standards Report
The major export certificates required by Saudi Arabia’s regulatory and import control agencies are included in this Food and Agricultural Import Regulations and Standards (FAIRS) - Certificates Report. These certificates are required for the importation of food and agricultural products into the Kingdom. This report includes Saudi Arabia’s request for a new certificate for exports of poultry meat and products to Saudi Arabia. Information in this report supplements the FAIRS Annual Country Report.

Food and Agricultural Import Regulations and Standards Report
A range of regulatory changes threatens U.S. exports of packaged foods to Saudi Arabia. Saudi Arabia’s voluntary Front of Pack Nutritional Labeling (FoPNL) requirement is expected to become mandatory in 2021, and threatens most packaged food trade with Saudi Arabia. Saudi Arabia is also implementing biodegradable packaging requirements that are widely regarded as unworkable, threaten most non-commodity trade, and are currently being reviewed. Saudi food additive, contaminant, and residue standards are sometimes based on the most restrictive international standard available, even when it is a default standard. These block trade in some products. In addition, a ban on poultry produced using stunning has halted U.S. poultry meat exports to Saudi Arabia. This report is supplemented by the 2018 FAIRS Export Certificate report for Saudi Arabia.

Food and Agricultural Import Regulations and Standards - Narrative
Saudi Arabia’s regulatory authorities continue to strictly enforce Saudi and GSO food import regulations and standards, particularly those related to allowable limits for food additives and labeling requirements. In June 2017, the first shipment of U.S. beef produced under USDA’s Export Verification (EV) Program arrived in the Kingdom. Import bans on poultry and poultry products from 15 U.S. states due to avian influenza (AI) were rescinded in August 2016. U.S. exporters are encouraged to consult with their Saudi importers about product requirements prior to shipment

Saudi Arabia’s regulatory authorities continue to strictly enforce Saudi and GSO food import regulations and standards, particularly those related to allowable limits for food additives and labeling requirements. In June 2016, Saudi Arabia lifted its ban on imports of U.S. beef after the U.S. government agreed to establish a USDA Export Verification (EV) Program.

This FAIRS Certificates Report lists major export certificates required by Saudi Arabia’s regulatory and import control agencies for the importation of food and agricultural products into the Kingdom. In 2015, Saudi Arabia’s regulatory authorities continued its strict implementation of food import regulations and standards which have affected the flow of some U.S. food products exports to the Kingdom. The strict enforcement of import regulations included a ban on using unsubstantiated health benefits claims on the labels of prepackaged food products, a ban on poultry and egg product exports from U.S. states that have confirmed cases of highly pathogenic avian influenza (HPAI) and a continued Saudi import ban on U.S. beef that was imposed in May 2012.

The strict enforcement of import regulations included a ban on the use of unsubstantiated claim of health benefits on food products’ labels; a ban on poultry and egg product exports from several U.S. states that have confirmed cases of highly pathogenic avian influenza (HPAI); and a continued import ban on U.S. beef imposed in May 2012. The FAIRS Country Report contains an update of Saudi Arabia’s regulatory requirements and Customs clearance procedures for importing food and agricultural products into the Saudi market.

Saudi Arabia Food and Agricultural Import Regulations and Standards - Certification
This FAIRS Report provides the list of model certificates required by Saudi Arabia’s regulatory agencies to export food and agricultural products to the Saudi market. The SFDA is now requiring that U.S. poultry meat exports to Saudi Arabia must be accompanied by an attestation from the USDA/FSIS stipulating that exported products were obtained from poultry that was not fed with feed containing animal protein, fat or remnants of animal origin.
