Updated MRLs for Chlorpyrifos and Chlorpyrifos-Methyl by Ukraine
On January 1, 2022, Ukraine will implement new Maximum Residue Levels (MRLs) for chlorpyrifos and chlorpyrifos-methyl in agricultural and food products at the level of 0.01 milligrams per kilogram (mg/kg) or milligrams per liter (mg/l) depending on whether the product is solid or liquid.

Food and Agricultural Import Regulations and Standards Report
Since the last submission of this report there have been significant changes effecting agricultural product quality, safety, and sanitary regulations. In 2018, Ukraine introduced a new approach to import controls based on the intended use of the product. New port of entry control procedures and documents have also been introduced and new facility registration requirements came into place.

Food and Agricultural Import Regulations and Standards Report
The veterinary certificate for pet food and the certificate for blood products for animal feeding were negotiated in 2018. These renewed certificates replaced older versions ensuring uninterrupted exports of U.S. products. A broad range of products is covered in this report, including generic certificate requirements for products that have no bilaterally negotiated export protocols. This report contains an Export Certificate Matrix compiled and updated by FAS/Kyiv.

There have been some changes affecting agricultural product quality, safety, and sanitary regulations since the last submission of this report. In 2015-16, Ukraine deregulated some food safety import procedures and significantly modified its food safety legislation, introducing HACCP principles. Ukraine also introduced new international certificate requirements for food products and reinforced its legislation related to the approval of foreign exporting facilities. Created in 2014, the State Service on Safety of Foodstuffs and Consumer Protection became the national competent authority for all food products in 2016.

A certificate for Non-Animal Origin Bacterial Products Exported To Ukraine was negotiated in 2017. The certificate satisfies one of the requirements of the State Service of Ukraine for Food Safety and Consumer Protection and opens the way for imports. A broad range of products is covered in this report, including generic certificate requirements for products that have no bilaterally negotiated export protocols. This report contains an Export Certificate Matrix compiled and updated by FAS/Kyiv.

There have been some changes affecting agricultural product quality, safety, and sanitary regulations since the submission of the last report. In 2014, Ukraine canceled import permits for products of animal origin and feed. Ukraine significantly modified its internal food safety legislation introducing HACCP principles. Ukraine also recognized equivalency of the EU’s food safety system. A new mega-regulator – the State Service on Safety of Foodstuffs and Consumer Protection was created.

Ukraine : Food and Agricultural Import Regulations and Standards - Certification
One new veterinary certificate was negotiated during 2014: the certificate for live fish, invertebrate and other poikilothermic aquatic animals, their fertilized eggs, sperm, larvae intended for productive cultivation, breeding and other use. Additional information on U.S. catch certificate for seafood is provided herein. A broad range of products are covered in the report, which also contains certificate requirements for products that are not legally exportable to Ukraine or products for which market access negotiations are in progress. Food and Agricultural Import Regulations and Standards - Narrative
There have been some changes affecting agricultural product quality, safety, and sanitation regulations in Ukraine since the submission of the last report. Ukraine undertook an Administrative Reform and actively changed names and authorities of state regulatory bodies. Significant changes took place in the Conformity Certification area (see Section VI). Information on Food Laws (Section I) was significantly updated and changed. Contact information for Ukrainian regulatory authorities has been updated to match new regulatory functions.

Food and Agricultural Import Regulations and Standards - Narrative
There have been very few changes affecting agricultural product quality, safety, and sanitation regulations in Ukraine since submission of the last report. Compulsory Conformity Certification for some food roducts was abolished (see Section VI). Ukraine adopted a few biotech laws but has several draft laws waiting for debate and possible amendments. There is a new biotech law on the registration of GM feeds, but implementing regulations are lacking. Information on Food Laws (Section I) was significantly expanded. Contact information for Ukrainian regulatory authorities has been updated.
