The Agricultural & Processed Food Products Export Development Authority (APEDA) has been entrusted with the task of promoting Indian millets in the international market, the Minister of State in the Ministry of Commerce and Industry, Smt. Anupriya Patel said in reply to a parliamentary question today. The following steps, inter-alia, are being taken to meet the export demand during International Year of Millets 2023:
 
APEDA has published e-catalogues for 30 major millet importing countries and for 21 millet-producing Indian states. The e-catalogues have information on individual country profile; Indian millets and millet value-added basket; millet production scenario, India's export of millets; international standards of millets; and contact list of exporters, startups, FPOs, importers, and Indian missions in the country.
APEDA has identified three knowledge partners - Indian Institute of Millet Research (IIMR); Centre of Excellence on Millets — University of Agriculture Sciences, Bengaluru; and Yes Bank. These knowledge partners collaborate for preparation of content for publication of millet promotion material; identification of participants for the millet-promotion events to be organized by Indian Missions abroad; and millets value chain development.
APEDA has planned promotion of Indian millets across international trade fairs and hold B2B (business-to-business) meetings for the year 2023.
A millet-specific web portal has also been launched. The portal contains information about millets, their health benefits, production and export statistics, millet exporters’ directory, and other relevant information.
APEDA has been conducting capacity-building programs throughout the country to facilitate export of millet and millet products. Start-ups on millets are being mobilized for export promotion of value-added products such as Ready to Eat (RTE) and Ready to Serve (RTS) categories, including noodles, pasta, breakfast cereal mix, biscuits, cookies, snacks, sweets, and other millet-based products.
A knowledge book titled "Superfood Millets: A USD 2 Billion Export Opportunity for India" has been published by APEDA, in association with a knowledge partner. This book will help the prospective exporters of millets.
 An e-platform for Virtual Trade Fairs (VTFs) has been created specifically for millets. This platform is designed to invite buyers and visitors from across the globe to interact with exhibitors showcasing millet-based products.
APEDA has stepped into brand building of Indian millets; ‘Shree Anna’ to promote the consumption of millets and to create a niche market for Indian millets across the globe. Various sampling and tasting campaigns are being organized at significant destinations. Millets and millet-products are being promoted using cutting-edge comprehensive campaigns; encompassing social media, and digital branding.
In order to reorient APEDA and enable it to effectively pursue market access, provide commercial intelligence, promote quality and adherence to standards in agriculture exports, and handle Sanitary and Phytosanitary Measures (SPS) issues, the Government has approved restructuring of APEDA. Creation of 20 new posts has been approved under the restructuring plan. The restructuring plan also enables APEDA to hire Subject Matter Experts in various fields for a specific purpose and time.

16 Mar, 2023 News Image Govt identifies 14 garlic varieties suitable for kharif production.
As many as 14 varieties of garlic have been identified for cultivation under different agro-climatic conditions, the Centre told the Lok Sabha on Tuesday.
 
Answering a query on the steps taken to make rabi season garlic suitable for kharif crop cycle, Narendra Singh Tomar, Union Minister for Agriculture and Farmers’ Welfare, said planned research on genetic improvement of garlic for identification of varieties suitable for cultivation under different seasons and agro-climatic conditions in India is being carried out by the ICAR - Directorate of Onion and Garlic Research, Pune, and the National Horticulture Research and Development Foundation, Nasik.
 
Location-specific adaptive trials are being taken up at different locations of the country through ICAR - All India Network Research Project on Onion and Garlic, Pune, he said.
 
Suitable climate
Stating that the agro-climatic conditions of Maharashtra, Karnataka and Tamil Nadu are suitable for garlic production during the kharif season, he said 14 varieties of garlic have been identified for cultivation under different agro-climatic conditions, comprising 11 varieties for plains and three varieties for hill areas. Another land race named 'Gadag local' has localised adoptability in Karnataka.
 
Of these garlic varieties, ‘Bhima Purple’ and ‘G282’ has been identified for cultivation in Maharashtra, Karnataka and Tamil Nadu (Ooty) during kharif, whereas ‘Gadag local’ land-race is ideal only for Karnataka. He said ‘G282’ and ‘Bhima Purple’ produced 40-50 quintals of garlic per hectare during kharif season.
 
One advance breeding line of garlic, namely ‘G389’, has been observed suitable for kharif (40-60 quintals per hectare) in Maharashtra, Gujarat, and Madhya Pradesh as well as for rabi (60-70 quintals per hectare), he said.
 
Digital infra to be open source
In another reply, Tomar said the Government has proposed to build Digital Public Infrastructure (DPI) for agriculture as an open source, open standard, and inter-operable public good to enable 'inclusive farmer-centric solutions' and support for growth of agri-tech industry and start-ups.
 
For this, the Government has proposed initiatives such as the development of the Central Core of the DPI, and the development of Krishi Decision Support System (KDSS).
 
Registries (farmers, crop sown registry, and geo-referencing of village maps and crop sown registry), unified farmers service interface, agri data exchange, and consent manager will be part of the development of Central Core of the DPI, he said.
 
Fodder FPO
In a separate reply, Parshottam Rupala, Minister for Fisheries, Animal Husbandry and Dairying, said around 100 fodder-plus FPOs (farmer producer organisations) will be registered during 2023-24.
 
The Department of Agriculture and Farmers Welfare had designated National Dairy Development Board (NDDB) as implementing agency to form and promote 100 FPOs, primarily fodder-centric FPOs, during 2022-23.
 
While Gujarat has been allotted 16 fodder-plus FPOs, Karnataka has been allotted 11. Other States such as Bihar and Kerala have been allotted nine fodder-plus FPOs.

Union Agriculture and Farmers Welfare Minister Shri Narendra Singh Tomar today said if the Small Farmers will be empowered, it will boost India’s GDP. Speaking at an event after launching the Kisan Tak channel and its website of the India Today Group in New Delhi, he said that Small Farmers constitute 85% of the farming community and they face the challenge of lack of private investment. Farming is the backbone of India’s economy and the farm ecosystem is the main pillar of Indian economy, he added.
 
Shri Tomar said that the Central Government has undertaken an ambitious programme of forming 10,000 Farmers Producers Organizations (FPOs) with an outlay of Rs.6,865 crore to boost the economic capacity of the Small Farmers. While in the plains, 300 farmers can form an FPO, in the Hilly and North-Eastern Region 100 farmers can join to form an FPO. The FPOs can have a bargaining power to have new technologies, improved fertilizers and quality seeds as well as equipment and can add productivity through cluster farming.
 
Shri Tomar said that Rs.1,50,000 crore of Atmanirbhar package has been earmarked for the farmers including Rs.15,000 crore for Horticulture, Rs.20,000 crore for Fisheries, Rs.4,000 crore for Herbal Agriculture and Rs.10,000 crore for Food Processing Industries.
 
The Agriculture Minister said that in 2013-14 the Agriculture Budget was Rs.21,000 crore, which has been increased by the Prime Minister Narendra Modi led Government to Rs.1,25,000 crore at present. He informed that Rs.2,40,000 crore has been disbursed through PM Kisan Samman to 11.5 crore farmers.
 
Shri Tomar said that in the last nine years the Modi Government has provided a total sum of Rs.20 lakh crore as Short Term Loan to free them from the clutches of money lenders. He said that new innovations in farming as well as application of new technologies has also added to enhance productivity as well as increased production of food grains. The Minister pointed out that last year, Rs.4 lakh crore of Agri Exports has been recorded, which is the highest since Independence.
 
Shri Tomar said Agriculture will continue to play a major role as India, under the able guidance of PM Modi, aims to scale as a $5 Trillion economy soon and will emerge as a Developed nation during the Amrit Kaal by the year 2047. He said that in the last 8-9 years, under the leadership of Prime Minister Shri Modi, many concrete steps have been taken by the Government of India in the Agriculture sector, the benefits of which is evident in the farmers’ community and agriculture sector. Today the responsibility has come upon the Indian agriculture sector and our farmers to eradicate hunger from the world. Expectations from us has increased so much that instead of demanding, we have become a nation of exports.
 
Shri Tomar said that the Agriculture sector not only provides food grains in the country, but also provides employment in large numbers. With the hard work of farmers and research of scientists, we can meet the needs of the country as well as the world. Government of India is working sincerely to increase technical support in Agriculture. The Prime Minister has initiated the Agri Infra Fund worth Rs 1 lakh crore to fill the gaps in infrastructure, besides Rs. 50,000 crores for Allied Sectors. The work of compensating farmers for loss has also been done under the leadership of PM Modi. The Pradhan Mantri Fasal Bima Yojana is being run to provide security cover to the farmers, through which claims worth Rs 1.30 lakh crore have been disbursed so far. The Prime Minister also ensured that the farmers got at least Rs 20 lakh crore as short-term credit through the Kisan Credit Cards (KCC).
 
Shri Tomar said that the Prime Minister's emphasis is on Natural Farming, it is cow-based farming, for which the government is working in Mission mode. He said that on the initiative of Prime Minister Modi, 2023 has been declared by the United Nations as the International Year of Millets (Shree Anna). A major international event on Shree Anna is scheduled to be held in Delhi on 18 March 2023 with the Prime Minister as the chief guest. When the demand for millets will increase in the country and the world, our small farmers will be benefited.

In order to deliberate on plant-based foods as an option for Food Security in the future, a conference was organized on the topic 'Dawn of a Plant-Based Age' during the ‘Aahaar’ exhibition organized at Pragati Maidan, New Delhi. Inaugurating the conference organized by the Plant Based Foods Industriy Association (PBFIA), the Chief Guest, Union Minister of Agriculture and Farmers Welfare, Shri Narendra Singh Tomar said that plant-based foods, along with meeting the needs of the times, will create job opportunities and boost agriculture. It will also give strength to the Agriculture sector. In view of the challenges that agriculture is facing, a plant-based alternative diet is an important step.
 
Union Minister Shri Tomar said that if we prepare the options that will be needed in the future, then we can avert any crisis in the coming times. We are well aware of the present and future challenges, Food Security being one of them. In the coming decades, India will complete the centenary of Independence, by that time the population will also increase, whereas due to the works like infrastructural development, laying of new railway lines in large numbers, construction of world class national highways for modern and developed India, we have to be prepared for the possible reduction in the area under cultivation. The Government of India, under the leadership of Prime Minister Shri Narendra Modi, along with the State Governments, is rapidly engaged in fulfilling the ambitious target of making India a Developed nation by the year 2047. There is a need to think from now on how much food we will need till the year 2050 and how much global demand will increase from us. In this direction, the Central Government is making all efforts at its level and Prime Minister Shri Modi has taken steps in a planned manner towards realizing the vision of overall and balanced development. People's interest in agriculture should increase continuously, this is also our responsibility, that is why Prime Minister Shri Modi always insists that private investment should come in agriculture sector, new techniques should come, work should get simpler and farmers reap more profit, thus the next generation will be attracted towards agriculture. It has to be understood that the farmer is the basis of farming. The first priority should be to give benefits and prestige to the farmers, so that they can stay in farming, feed the country and also fulfill the expectations of the world. Continuous efforts are being made in this direction through various schemes by the government.
 
Shri Tomar said that along with food security, it is the need of the hour to prepare alternatives from the point of view of nutrition. On the initiative of Prime Minister Shri Modi, the United Nations has declared the year 2023 as the International Year of Millets. Shree Anna's production-productivity increases, processing, packaging, exports also increase, millet based dishes regain pride of place in our food plates, that's why the Year of Millets is being celebrated. As a result, the nutritious diets will increase, farmers will benefit and job opportunities will also increase. PBFIA office bearer Shri Sanjay Sethi, APEDA's Secretary Dr. Sudhanshu & ITPO's Shri Rajat Agarwal were also present in the programme.

Coinciding with the International Year of Millets 2023, during the G 20 meetings being held in the current year, millets are being promoted on a large scale through millet meals, millet melas and distribution of millet gift hampers. Further interaction with millet farmers are also taking place on the sidelines of the G 20 meetings to spread the awareness about millet crops.
 
The Government of India is implementing a multi stakeholder approach towards celebration of International Year of Millets (IYM) - 2023. The action plan of IYM-2023 focuseson strategies to enhance production and productivity, consumption, export, strengthening value chain, branding, creating awareness for health benefits etc.Further, month wise action plans have been prepared by Central Ministries, State Governmentsand Indian Embassies to create awareness about millets for increasing production and demand.
 
Haryana too has prepared a month wise plan for millet promotion throughout the year with activities such as farmers training, farmers awareness camps, village level camps, Bajra  mahotsav, school programmes, road shows, publicity etc.
 
In addition, states such as Odisha, Assam, Chhattisgarh, Karnataka, Tamil Nadu, Andhra Pradesh, Madhya Pradesh, Maharashtra and Rajasthan are implementing State Millet Missions to increase production and consumption.
 
Further, in order to promote millets, the Department of Agriculture and Farmers Welfare (DA&FW) is implementing aSub-Mission on Nutri-Cereals (Millets) under National Food Security Mission (NFSM) in 212 Districts of 14 States since 2018-19.Under NFSM–Nutri Cereals, incentives are provided to the farmers, through the states/UTs, on crop production and protection technologies, cropping system based demonstrations, production & distribution of certified seeds of newly released varieties/hybrids, Integrated Nutrient and Pest Management techniques, improved farm implements/tools/resource conservation machineries, water saving devices, capacity building of farmers through trainings during cropping season, organizing events/workshops, distribution of seed minikits, publicity through print and electronic media etc. The interventions such as setting up Centres of Excellence (CoE) and seed hubs for Nutri Cereals have also been supported under NFSM.
 
The Ministry of Food Processing Industries (MoFPI) has approved the Production Linked Incentive Scheme for Food Processing Industry for Millet-based products (PLISMBP) for implementation during 2022-23 to 2026-27 with an outlay of Rs. 800 crores. The Pradhan Mantri Formalization of Micro food processing Enterprises (PMFME) Scheme, launched under the Atmanirbhar Bharat Abhiyanis currently being implemented in 35 States and Union Territories (UTs). Government is also popularizing Agri-Infrastructure Fund Scheme to invite farmers/FPOs/Entrepreneurs to avail the benefit of interest subvention on loans up to 2 crores for setting up primary processing units in millets.To encourage farmers to take up millet cultivation,higher Minimum Support Prices (MSP) to Jowar, Bajra and Ragihas been announced.

The Minister of State for Food Processing Industries, Shri Prahlad Singh Patel in a written reply to a question in Lok Sabha today informed that the Union Cabinet in its meeting on 31.03.2021 approved the Central Sector Scheme- 'Production Linked Incentive Scheme for Food Processing Industry (PLISFPI)' to support creation of global food manufacturing champions commensurate with India’s natural resource endowment and support Indian brands of food products in the international markets with an outlay of Rs.10,900 crores. The implementation of the scheme would facilitate expansion of capacity of processed food products and create employment. The first component of the Scheme relates to incentivising manufacturing of four major food product segments viz. Ready to Cook/ Ready to Eat (RTC/ RTE) foods including Millets based products, Processed Fruits and Vegetables, Marine Products and Mozzarella Cheese. The second component relates to production of Innovative/ Organic products of Small and Medium Enterprises, including Free Range - Eggs, Poultry Meat, Egg Products in these four segments. The third component relates to support for branding and marketing abroad to incentivise emergence of strong Indian brands. From the savings, one more component for Millet based products has been added in the year 2022-23 with an outlay of Rs.800 crores.
 
The Scheme is not specific to any State or region. One application from the North Eastern Region, of M/s Sanna Enterprises, for Millet based products, was received and selected. The Government constituted a Task Force on Nutraceutical Sector under the Chairmanship of the Principal Scientific Adviser to the Government of India in December, 2021 to evolve a road map to provide a thrust to Nutraceutical Sector and facilitate unlocking of the sector’s growth potential by addressing the challenges the industry is facing. In order to involve more farmers and enhance the reach of natural farming on a larger scale, Government has formulated Natural Mission on Natural Farming (NMNF) by up-scaling the Bharatiya Prakritik Krishi Paddhati (BPKP) to promote natural farming across the country. NMNF will cover 7.5 lakh ha area by developing 15,000 clusters in next 4 years with total budget outlay of Rs. 1584 crore (GoI Share). With NMNF Government proposes to touch 1 crore farmers along the Ganga belt and in other rainfed parts of the country. For making easy access to bio- resources like Jeevamrit, Ghana Jeevamrit, neemastra etc., Government intends to set up 15,000 Bhartiya Prakritik Kheti Bio-inputs Resources Centres (BRCs).
 
In order to provide farmers adopting natural farming an easy access to bio resources like Jeevaamrit, Ghana Jeevamrit, neemastra etc. wherein cow dung and urine, neem and bio culture play an important role, Government intends to set up Bhartiya Prakritik Kheti Bio-inputs Resources Centres (BRCs) to prepare and supply bio-inputs to facilitate the adoption of natural farming without individual farmers having to prepare them on their own, as preparation of bio-inputs is a time taking and labour- intensive activity. These bio-inputs resources centres would be set up alongside 15000 model clusters of natural farming 50 ha each. These BRCs would create a national level distributed micro fertilizers and pesticides manufacturing network @ 1 BRC per 50 ha clusters during the period from 2022-23 to 2025-26.
 
Department of Agriculture and Farmer Welfare (DA&FW) is undertaking large scale training of Master Trainers, Champion Farmers and practicing farmers  on techniques of Natural Farming through National Institute of Agricultural Extension Management (MANAGE) and National Center of Organic and Natural Farming (NCONF). MANAGE has also sensitized the public representative like Gram-Pradhan on the technique and benefits of Natural Farming. Study material on 22 regional languages has been prepared, 697 Master Trainers have been developed on natural farming and 997 training were conducted on natural farming for 56952 Gram Pradhans through MANAGE. In addition, Indian Council of Agriculture Research (ICAR) has initiated research in 20 locations to validate natural farming techniques besides demonstrating in 425 KVKs to showcase the benefits of natural farming.
 
A Digital web portal (naturalfarming.dac.gov.in) has been launched for promotion of natural farming to display information about implementation framework, resources, implementation progress, farmer’s registration, blog etc.

The Minister of State for Food Processing Industries, Shri Prahlad Singh Patel in a written reply to a question in Lok Sabha today informed that the State/Union Territory -wise number of Mega Food Parks, Agro Processing Clusters,Integrated Cold Chains, Food Processing Units, Creation of Backward & Forward Linkages, Operation Greens Projects approved for assistance under corresponding component schemes of Pradhan MantriKisan SAMPADA Yojana (PMKSY) including in Jammu and Kashmir, Jharkhand, Bihar, Haryana and Uttar Pradesh is placed at Annexure-I.
 
Ministry of Food Processing industries (MoFPI) has, so far, approved a total of3 Agro Processing Clusters, 28 Integrated Cold Chains, 34 Food Processing Units, 5Creation of Backward & Forward Linkages and 5 Operation Greens projects in Uttar Pradesh with estimated direct/ indirect employment of 47946. These projects involveGrants amounting to Rs 469 Crore, processing & preservation capacity of about 19.61 Lakh Metric Ton/Annum and investment leverage of aboutRs 1562 Crore. Out of these projects, 1 Agro Processing Cluster, 8 Integrated Cold Chains, 21 Food Processing Units, & 5 Operation Greens projects have been approved since 2019-20.
 
MoFPI provides Grants in the form of capital subsidy to eligible project proposals, selected on the basis of Expression of Interest issued from time to time, under its component schemes of PMKSY for setting up of food processing / preservation industries including Agro Processing clusters (Mini Food Parks) and Food Processing Units. PMKSY is not any region or state specific, but demand driven and is implemented across the country including all the regions of Uttar Pradesh Jammu and Kashmir, Jharkhand, Bihar and Haryana.  Year-wise assistance provided for setting up Food Processing Parks/ Units under PMKSY since 2019-20 is placed at Annexure-II. So far, a total of 1 Mega Food Park and 13 Food Processing Units have been approved in Sonipat District under PMKSY.

15 Mar, 2023 News Image FCI to sell 10.13 lakh tonnes of wheat to bulk users on Wednesday via e-auctions.
State-owned FCI plans to sell 10.13 lakh tonnes of wheat to bulk consumers in the sixth round of e-auction to be held on Wednesday as part of the government's measures to check wheat and atta prices. The Centre has announced the sale of 50 lakh tonnes of wheat in the open market to control prices. Of this, 45 lakh tonnes have been earmarked for bulk consumers, including flour millers.
 
Food Corporation of India (FCI) has sold 28.85 lakh tonnes of wheat to bulk consumers in the five rounds of e-auction held so far.
 
According to a senior government official, FCI will offer 10.13 lakh tonnes of wheat to bulk consumers in the sixth round of e-auction to be held on March 15.
 
FCI will offer wheat from its 620 depots.
 
In the last round, FCI sold 5.39 lakh tonnes of wheat to bulk consumers, including flour millers, under the Open Market Sale Scheme (OMSS).
 
The official said that the sale of wheat in open market has helped in reduction of wheat and atta prices in the country.

The vibrant organic farming of Sikkim will be prominently showcased to the world through the third B20 Conferences being organized in Gangtok, Sikkim from tomorrow till 17th March 2023. It will also highlight opportunities for Multilateral Business Partnerships in Tourism, Hospitality & Pharmaceuticals. Department for Promotion of Industry and Internal Trade (DPIIT) is organizing four B20 Conferences in the North Eastern region to showcase the untapped potential and opportunities within the region out of which two have already been held earlier in Imphal and Aizawl and the third and fourth are to be held in Gangtok & Kohima respectively. 
 
Senior Advisor, DPIIT, M/o Commerce & Industry, Ms. Rupa Dutta gave a detailed presentation on Business 20 and its working at a press briefing today. She stated the key deliverables of B20 like action plan for reskilling and up-skilling of the workforce to operate in a technological world, promoting investment in green energy across countries and improving climate finance options and non-financial disclosures, development of an inclusive ecosystem for innovation and R&D, promoting higher private sector participation to build regional value chains and industrialization of Africa, etc. The schedule of important B20 events with special focus on the upcoming B20 conference in Gangtok, Sikkim was also presented. The hosting of B20 Conference in Sikkim is significant to showcase the vibrant Organic Farming of the state to the world. In addition to this, the B20 event at Gangtok will highlight the.
 
Dr. Chintan Vaishnav, Startup20 India Chair & Mission Director Atal Innovation Mission, NITI Aayog gave a presentation on the Startup20 which is the new official engagement group under the Indian presidency 2023. He stated that StartUp20 in Gangtok will deliberate on ways to strengthen the global Start Up ecosystem, of which India has emerged as the third most powerful nation. He explained how it is envisioned to act as the voice of the global startup ecosystem bringing together varied stakeholders on a common platform. He said that startups originate in niche settings, they thrive in crisis situations and they see global challenges & disruptions as opportunities. Ms. Rupa Dutta added that startups have created a generation of job creators & not job seekers in India.
 
G20 has two Tracks- Sherpa Track and Finance Track. Sherpa Track has 13 Working Groups and 11 Engagement Groups. DPIIT is the nodal Ministry for two engagement groups viz., Startup 20 and Business 20 (B20). Engagement Groups comprise non-government participants from each G20 member who provide recommendations to the G20 Leaders and contribute towards the policy-making process.
 
The Business 20 was formed in 2010 and is the official G20 dialogue forum with the global business community. B20 aims to deliver concrete actionable policy recommendations on the priorities of each rotating presidency to spur economic growth and development. The B20 has scheduled a total of 100 meetings with the number of in-person meetings being 65 and the number of Hybrid Meetings being 35. 
 
The Startup 20 has been established under India’s G20 Presidency. It aims to act as a dialogue forum with the global startup ecosystem stakeholders and intends to represent the global startup ecosystem to raise the macroeconomic concerns and challenges faced by entrepreneurs with G20 leaders. The Start-Up 20 engagement group has a total number of 60 meetings planned, out of which 5 are in-person meetings. The forthcoming event is Startup 20 Gangtok, Sikkim on 18-19 March 2023. 
 
The B20 Summit is scheduled to be held in New Delhi from 26th -27th August 2023 and the Startup 20 Summit is scheduled to take place in Gurugram from 2nd -4th July 2023.
