6 10 JAN 2025 Philippines An Overview of the Philippine Department of Agriculture''s Two-Stage Inspection Procedure for Imported Agricultural Products The Philippines operates a two-stage inspection process to clear imported agricultural products. Under the Department of Agriculture (DA) Administrative Circular No. 6 (2022), DA conducts a physical inspection at the port (first stage, known as the first border) and at the authorized premise or warehouse (second stage, known as the second border). For meat and meat products, the Bureau of Animal Industry and National Meat Inspection Service (NMIS) serve as the first and second border inspectors, respectively. Click here

9 11 OCT 2024 PHILIPPINES Philippine Department of Agriculture Imposes Price-Based Special Safeguard Measure on Additional Agricultural Products The Philippine Department of Agriculture issued Department Order No. 16 (2024) on October 1, 2024, requesting the Bureau of Customs to continue imposing price-based special safeguard (SSG) measure on thirteen (13) agricultural tariff lines and impose price-based SSG on four (4) additional agricultural products. 10 26 JUN 2024 PHILIPPINES Philippines Issued EO 62 Modifying Import Duty Rates On June 20, 2024, President Ferdinand Marcos Jr. issued Executive Order No. 62 (EO 62) modifying the import duty rates of various commodities. EO 62 provides a multi-year comprehensive tariff schedule and applies to commodities subject to the Most Favored Nation (MFN) rates. Tariff rates on agricultural/food commodities remain the same except for rice, which declined to 15 percent from 35 percent. Click here

21 01 JUL 2022 PHILIPPINES New Utilization Report Required to Import Feed Ingredients On June 25, 2022, the Philippine Department of Agriculture (DA) Bureau of Animal Industry (BAI) informed domestic stakeholders at a consultative meeting that it will be enforcing BAI Memorandum Circular No. 26 (MC26), dated August 11, 2021. MC26 requests importers submit a utilization report concerning their importation of ingredients used in the manufacturer of animal feeds in order to ensure ingredients imported for animal feeds are not diverted for human consumption or for other purposes. 22 16 MAY 2022 PHILIPPINES Comment Period Open for Draft Policy on Food Establishments and Processed Food On April 26, 2022, the Philippine Department of Health’s Food and Drug Administration notified the World Trade Organization of a “Draft Administrative Order Revised Rules and Regulations on the Licensing of Food Establishments and Registration of Processed Food, and Other Food Products, and for Other Purposes Repealing Administrative Order 2014-0029.” Trading partners and other stakeholders have until June 25, 2022 to submit comments.
